Duties

This position is located in the Region III Office,
Division of Reactor Safety, Engineering Branch 1, Lisle,
Illinois. Position requires up to 40% travel.

The incumbent of this position inspects and evaluates the
effectiveness of a wide variety of licensee engineering
programs, performance, and support activities for nuclear
facilities in such areas as design verification, plant
modifications, and equipment evaluation, maintenance,
performance, and testing. This position places particular
emphasis on mechanical systems and components, in-service
inspection processes, and plant equipment degradation. A
strong focus is placed on material selection; weld design
and field installation; nondestructive and destructive
examination of piping, plant equipment, and welds;
degradation mechanisms; aging management; root cause
evaluation of equipment, material, and weld failures;
evaluation of degraded components for continued service
including evaluation of wear rates, crack propagation,
and impacts on component and safety system function; and
temporary and permanent repairs. Substantive work is
conducted at nuclear power plant sites with an emphasis
on in plant observation and evaluation of equipment and
interaction with facility engineers to ensure compliance
with regulations and industry codes and standards and
identification and resolution of plant safety issues. The
incumbent of this position also performs reactive
inspections and assessments in response to events at
nuclear facilities.
Skills:
Education

Candidates for Federal Government professional
engineering positions must meet certain basic
professional knowledge requirements. Generally these
knowledge requirements are met by having a bachelor's or
higher degree in a relevant professional engineering
discipline (e.g., mechanical, metallurgical, materials,
nuclear, structural, chemical, electrical) from a school
of engineering with at least one professional engineering
curriculum accredited by the Accreditation Board for
Engineering and Technology (ABET). However, if you do not
possess such a professional engineering degree, you may
still satisfy the professional knowledge requirements if
you have current Professional Engineer (P.E.)
registration in one of the relevant disciplines from any
U.S. State or Territory; or if you successfully passed an
Engineer-in-Training (EIT) written examination
administered by a State Board of Engineering Examiners;
or if you have either a related professional degree or at
least 60 semester hours of specified engineering-related
college courses COMBINED WITH at least a year of
professional engineering work experience performed under
professional engineer supervision and guidance. Note:
Engineering technology degrees are not generally
qualifying unless supplemented by other evidence of the
individual's professional knowledge (e.g., current P.E.
license or EIT examination results, as discussed above).

Experience

In addition to the basic education/professional knowledge
requirements described above, you must possess at least
one year of specialized experience at or equivalent to
the next lower grade level. Generally, to meet this level
of experience, you would need 3-5 years of post-degree
specialized experience. For this position, specialized
experience is defined as work experience applying any of
a variety of relevant professional engineering
disciplines (e.g., nuclear, electrical, mechanical,
metallurgical, structural, chemical). Such experience
should have provided you with the full range of
knowledge, skills and abilities addressed in the ideal
candidate descriptors (see below) that are associated
with this vacancy announcement.

The ideal candidate for this position must demonstrate in
their resume:

(1) Demonstrated experience in independently applying
principles of metallurgical engineering to technically
complex/challenging materials design or performance
issues/problems and achieving positive resolutions.

(2) Demonstrated experience and knowledge involving the
theory, principles, and practices of welding of metals
and/or related nondestructive examination (NDE) of welds
and related Industry codes and Standards.

(3) Demonstrated experience in developing, implementing,
or evaluating comprehensive programs focused on
identification of service induced defects in materials
and/or aging management of materials.

(4) Demonstrated ability to evaluate material degradation
of metals including determining degradation mechanisms,
evaluating operability of impacted components, or
evaluating or implementing mitigation or repair
strategies.

(5) Demonstrated ability to communicate effectively both
orally and in writing.
