Job Summary:

Advanced-Level engineer who provides technical direction and management in
the areas of engineering or scientific design, testing, problem solving, and
technical support for large or complex projects. Applies intensive and
diversified knowledge of engineering or scientific principles and practices in
broad areas of assignments. Makes decisions independently on engineering or
scientific problems and methods, and represents the organization to resolve
important issues. Maintains liaison with individuals and units within or outside
the organization, with responsibility for acting independently on technical
matters. Organizes team/workgroups, directs, coordinates and reviews the
work of a group of professionals.

NDE III typical duties include (but not limited to):

- Develops and qualifies / certifies NDE procedures as required by ASME Section
V and the referencing Code section, and demonstrates these procedures to the
satisfaction of the State Authorized Inspector.
- Reviews reports of NDE services performed at Fossil Generation facilities
(either by DTE NDE personnel or contractors) for accuracy as required.
- Provides technical direction, interpretation, organization, execution and
coordination in problems relating to the optimization, operation, engineering,
and maintenance of company assets.
- Plans and develops NDE and Predictive Maintenance (PdM) solutions to unique
or controversial problems which impact major company programs and goals.
- Maintains liaison with key engineers, scientists, and officials of other
organizations and companies.
- Develops and performs specialized NDE examinations when required.
- Maintains the Fossil Generation NDE Program, conducts training and
certification activities for site examination personnel and maintains the
Engineering Support Organization (ESO) Non-Destructive Examination Manual.
- Maintains NDE Procedure and Personnel qualification program.
- Performs engineering investigations, research, or other engineering duties
concerned with NDE and PdM as applicable to power plant operation and
maintenance.
- Directs work of other experts, engineers and technicians as required.
- Identifies root causes of complex and unique problems relating to equipment
impacting system reliability and directs troubleshooting, data gathering and
testing to provide cost effective, practical methods of solution.
- Acts independently on technical matters and maintains liaisons with experts
outside the company. Creates specifications, performs vendor evaluations, bid
reviews, and provides recommendations for the procurement of specialized
equipment, systems, or services.
- Provides NDE and PdM expertise on the application of recognized codes and
standards and provides interpretation of codes as they relate to NDE.
- Creates, reviews, or revises major company operating documents involving
equipment reliability and safety.
- Evaluates and participates in the development of new and emergent NDE and
PdM technologies. Leads the approval of new NDE and PdM products and
technologies relating to company assets for possible program implementation.
Makes recommendations and presentations to management.

Accountabilities:

- Manages outside supplier services including the preparation of requests for
quote, bid evaluations, and contract oversight.
- Manages the development and execution of large or complex engineering
projects or management of laboratory operations.
- Organizes teams for project and for problem resolutions.
- Provides expertise on the application of company codes and standards.
- Provides leadership, work direction, training, and technical expertise.
- Provides technical and budget direction and coordination for large or complex
projects.
- Recommend and implement solutions to complex problems involving the
engineering, science, design, operation, and maintenance of company assets.
- Operate and maintain document printing, viewing, and duplication equipment.
- Demonstrate safe and environmental work practices.
Skills:
- Bachelor’s degree in Engineering or relevant field or discipline.
- Advanced studies in Welding and Nondestructive Evaluation (NDE) are
preferred.
- Must have American Society for Nondestructive Testing (ASNT) Level 3
Certification in four of the following methods with the capability of attaining the
remaining certification in 3 years: Ultrasonic Testing (UT), Radiographic Testing
(RT), Electromagnetic Testing (ET), Acoustics, Thermography, Vibration, and
Visual and Optical Testing (VT)
- Must have experience in performing engineering investigations of component
failure mechanisms and recommendations for repairs.
- Must have extensive knowledge of American Society of Mechanical Engineers
(ASME) Codes.
- Must possess a basic understanding of metallurgy and failure mechanisms.
- Must have experience in bidding and managing contracts for NDE services.
