Reporting to the Operations Manager, the Safety and Quality Manager provides leadership to develop world-class safety and quality programs in the region with clear and measurable objectives. Strategize with regional management and staff to develop a culture that embraces safety, recognizes hazards, and takes action to minimize risk. Ensure employees conduct hazard assessments on every job and that all staff understands they are not to take risks and must refuse unsafe work. Provide resources to ensure we use quality and appropriate safety equipment, carry out safety training where required, and to conduct safety audits on a regular basis. Provide direct management and leadership in the investigation of all safety incidents.

Worker training, use of procedures, project supervision and peer review are all areas that require management focus in our business. Ensure that staff assigned to each project exhibit adequate training and experience. Develop supplementary training programs where industry training has proven insufficient.

Ensure our equipment is maintained and calibrated as applicable.

POSITION RESPONSIBILITIES – An explanation of the Accountability, Contacts, Knowledge and Judgment in terms of Administrative, Procedural and Managerial aspects.

Essential Duties and Responsibilities include the following:

1. Safety
• Implement programs for safety orientation, Right to Know training, and any specialized training that may be applicable to the work they will be performing.
• Carry out regular inspections and audits of the work place to ensure a safe and healthy environment.
• Promote toolbox meetings, safety awareness, and maintain an awards program.
• Provide a good example for employees by always directing and performing work in a safe manner.
• Administer and enforce safety and environmental policies and the relevant occupational health and safety legislation.
• Liaise with other department managers in the implementation of programs, recognition, programs, policies, incident investigation, and provide direction where necessary.
• Liaise with Administration manager in the implementation Alaska Workers Compensation Board and claims management program.
• Maintain the MSDS documentation system.
• Ensure that all employees’ work in a safe manner and that they use all protective devices and procedures required.
• Provide access to information, as needed to supervisors and other safety personnel.
• Maintain records of toolbox meetings, hazard assessments, accident investigations, accident reports, safety training and enforcement of the program.
• Provide a monthly safety summary on the status of the program.
• Liaise with the Regional RSO to assist one another in safety compliance issues.
• Participate in incident investigations and prepare incident reports for injury and property loss cases.

2. Quality
• Support the daily needs of the operations manager and local operations supervisors, project supervisors (e.g. Kenai, Fairbanks)
• Ensure the processes needed for the QMS and NDE written practice are implemented and maintained (e.g. proctoring examinations, maintaining files, maintaining equipment records, etc.)
• Monitor the quality performance (Quality Management System) and report to management.
• Promote customer requirements throughout the region.
• Provide direction to dispositions and corrective actions of non-conformance reporting and reports and to ensure timely and proper closure of reports.
• Assist with local internal quality audits and perform field auditing.

4. Risk Management
• Work in conjunction with HR Manger, the Operation Manager and the Safety Director to ensure proper management of workplace injuries and property loss incidents.
• Work with North Slope Management to support injury cases that require removal of the employee from the slope and treatment in Anchorage, including possible restricted duty cases.
• Ensure compliance with company’s driving policies, background screening and hiring protocols.
• Ensure concise professional reporting.


5. Management:
• Add to regional morale by building teamwork and professionalism.
• Assist in continuous Improvement projects, to enhance the region and the company.
• Provide training and guidance to staff and support the development and distribution of procedures.
• Assist Area supervisors and managers with staff including direction, performance reviews, training requirements, job reviews, etc,

QUALIFICATIONS –

Education:
The ideal candidate will have an Associates Degree or equivalent, with three to five years of NDE or related experience.

Experience:
Quality
• Minimum of 5 years working within an established quality program, such as an ASNT-based certification program.
• Use and interpretation of quality procedures such as those used in the NDE industry, based on API, ASME and similar standards.
• Training and / or experience as an Auditor a significant advantage.
• Current ASNT level III certifications in 4 or more methods, or capability of certifying within 12 months of initial employment.

Safety
• Minimum of two years experience with corporate level safety programs, can be as a trained technician or operator.
• Participation in employee safety groups or teams including safety committees, behavioral based programs or other similar.
• Experience with Injury management or Worker’s Compensation Claims Management Experience desirable.

Specific Skills:
• Must have excellent time management skills and able to manage more than one task or project at a time.
• Strong interpersonal skills – must be able to work effectively with management, local supervision and technicians.
• Computer skills are important.
• Service Oriented - maintain good working relationships with both internal and external clients by promoting an environment of responsive service and frequent communication.
