Signal currently employees workers in its five production facilities in Alabama, Mississippi and Texas.

Signal has an immediate need for a QA/QC Manager in the Orange, TX location:

Administers and directs a quality control program in accordance with Corporate ISO 9000 Quality Management System (QMS) to ensure that products meet or exceed regulatory, customer, and Company standards and requirements. Supervises daily activities of quality department personnel. Reports to the Corporate VP of QA/QC and/or Divisional SR VP &General Manager. TYPICAL FUNCTIONS: The following statements are intended to describe the general nature and level of work being performed and are not to be construed as an exhaustive list of all responsibilities.
Responsible for adherence to QMS department policies and procedures and Safety policies and procedures.
Responsible for planning, execution and documentation of quality plans.
Develop and obtain approvals of project Inspection Test Plans (ITPs).
Coordinates and manages interfaces with customer inspectors and regulatory surveyors.
Monitors project schedule status and assures that required quality documentation is current, accurate, and complete.
Analyzes quality and NDE performance reports and metrics to identify improvement opportunities.
Tracks and reports all NDE results to corporate VP QA/QC.
Investigates (with production) and reports on corrective actions for elevated negative quality trends.
Identifies areas of concern. Implements in process inspections to minimize errors.
Trains, Instructs, and assures compliance of QA/QC Inspectors and Technicians in proper procedures.
Selects, supervises, instructs, and assigns inspection workload.
Manages Divisional NCR, CAR, PAR programs, files, and records.
Reviews inspection reports and builds final documentation package.
Maintains overview of the welder testing program. Receives all welder test forms, files and maintains currency.
Provide input to estimates if requested. Interview, hire, and train department personnel.
Participates or manages customer inspections of production operations.
Coordinates with production, department managers, and supervision to efficiently manage the QA/QC activities.
Coordinating with the VP of QA/ QC to ensure the proper implementation of plans, policies and procedures.
Coordinating and managing internal NDE technicians and external NDE subcontract time, expense and cost.
Responsible for maintaining procedural compliance in accordance with the ISO 9000 QMS.

Reviews and manages department budgets and NDE budgets.
Interfaces with Dimensional Control Department to assure final component compliance.
Interfaces with receiving department on any materials questions.
Coordinates audits of welder qualifications and weld procedure applications.
Any unlisted activity required to execute the position responsibilities.
Skills:
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
Excellent knowledge of Quality Assurance procedures and practices as well as production procedures and the ability to maintain complete accurate records. Ability to effectively build, instruct and lead a team while maintaining effective working relationships. Demonstrated knowledge of process improvement tools and techniques. Ability to interface with customer representatives, regulatory authorities and production personnel. Excellent knowledge of fabrication codes and regulatory codes. Excellent knowledge of materials specifications, proper designations, and ability to verify Mill Test Report Compliance. 15 years experience in construction, NDE, quality and quality management approved by VP QA/QC.
DESIRABLE EDUCATION, EXPERIENCE & TRAINING
Four years of college level course work in technical or engineering field. Equivalent job training/work experience in Quality Control or closely related programs with supervisory experience or any combination of experience and training which results in the required knowledge, skill and abilities. International Certificates, AWS CWI, SCWI, ASNT NDT Level III, etc..
