Materials Testing Specialist 1 position – New York State Department of Transportation

The Office of Structures anticipates filling a Materials Testing Specialist 1 position at the NYSDOT office in Albany, New York. To be considered for a permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

In the event that a viable eligible list may not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment.

In the Structure Specialties Engineering Bureau, under the supervision of a Professional Engineer 1 (Civil/Transportation), the incumbent’s duties will include the following:
• Direct, perform, and assist in the preparation of specifications for a variety of nondestructive tests (radiograph, magnetic particle, dye penetrant, hardness, and ultrasonic), on new and existing metal structures.
• Perform quality assurance functions related to steel fabrication. This includes (but is not limited to) performing the following:
o Field visits to fabrication plants
o Monitoring inspection activities by contract inspectors working on behalf of NYSDOT
o Ensuring fabricator compliance with NYSDOT requirements regarding personnel qualifications
o Ensuring fabricator compliance with NYSDOT, FHWA, and industry requirements regarding material origin and quality.
• Inspect the facilities of fabricators new to NYSDOT work to ensure that they have the means and industry qualifications needed to successfully perform the contract tasks that will be expected of them.
• Review steel fabrication shop drawings as well as steel erection procedures.
• Review and approve Procedure Qualification Reports (PQRs) and Welding Procedure Specifications (WPSs).

Condition of Continued Employment: You must obtain New York State Department of Transportation Certification as an Ultrasonic Testing Technician within the probationary period. Failure to obtain or maintain this certification will result in termination of position.

Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Starting Salary: $64,589 (top of grade $82,036)

Hours: 7:30 – 3:30, 8:00 – 4:00, or 8:30 – 4:30
Travel: 10% -15%
Occasional paid overtime may be required.

From those hired provisionally, to be eligible to take the next competitive examination, the candidate must meet the following requirements:

On or before the test application deadline, you must have six years of experience in structural steel fabrication and structural metal inspection during fabrication and construction that included non-destructive testing such as the performance and interpretation of ultrasonic, magnetic particle, dye penetrant, hardness tests and radiograph review of welds.

Substitution: A bachelor's degree in applied science, engineering, architecture, or construction technology may be substituted for four years of the required experience. An associate degree in one of these areas may be substituted for two years of the required experience.

Preferred Experience:
Current or previous AWS Certified Welding Inspector
Experience performing Ultrasonic Testing of structural steel or other similar metal components
