The Dow Chemical Company has an exciting opportunity for a Lead Inspector position in Pittsburg, CA. The Lead Inspector role coordinates the inspection and repair of process containment equipment (pressure vessels, tanks, and piping), ensures adherence to applicable codes and standards and manages the portion of the site’s mechanical integrity program applicable to the role.




The Pittsburg, California site is located in East Contra Costa County in the San Francisco Bay Area. The site, with over 350 employees, is a 24-hour/7-day operation including holidays.






Key Job Responsibilities

• Develop inspection plans based upon corrosion mechanisms and repair history. Manage the inspection program by providing direction and coaching to contract visual inspectors and NDT personal. Conduct QA/QC of all inspection reports, communicate results and recommendations to production unit leadership. Participate in monthly inspection review sessions with plant/equipment owners.

• Perform visual inspection (confined space and external) to verify results of contractor performed API inspections. Enter equipment as required to verify repair scope and adherence to applicable codes and standards. Serve as the Dow Chemical focal point for all code equipment repairs at the Pittsburg site.

• Participate in internal and external audits of Dow’s site mechanical integrity program. Ensure that gaps and improvement opportunities are addressed in a timely manner.

• In consultation with the site materials engineer and equipment owners; set inspection intervals, perform fitness for service evaluations, and oversee follow-up inspections on corroded equipment.

• Coordinate with Dow subject matter experts, contract inspectors, repair shops, and plant personnel to ensure that schedule driven repairs comply with Dow standards, best industry practices, and California jurisdictional requirements.

• Provide back-up support for other inspectors.

• Non-destructive Testing Focal Point. Assist in obtaining estimates on jobs to be done by outside contractors. Act as Subject Matter Expert for NDT procedures and inspection techniques. Ensure contractors follow their written practice. Perform contractor audits.

• GMISS Inspection Subject Matter Expert for the Pittsburg Site: As an expert in Dow work processes related to process safety and mechanical integrity for process containment equipment, provide audit support, professional advice, and direction as needed to ensure site compliance.


• Coordinate and oversee specialized nondestructive testing (e.g. eddy current, IRIS) of specific equipment by third party contractors. Communicate results with turnaround coordinators, maintenance, and plant personnel to ensure timely and appropriate follow up actions.

• Coordinate pressure re-rates and alterations requested by production plants with contractor repair organizations.

• Assist with failure mode effect analyses and risk based inspection program implementation.

• With assistance from office professional, ensure that electronic and paper files for process containment equipment are up to date with relevant design, registration, inspection, and repair information.

• Provide after hours inspection and repair support during shutdowns and when unexpected plant failures occur. Share in the “on-call” responsibility for these activities.

Skills:
Required Qualifications:

• Must have proficiency in Microsoft office suite (Excel, MS Word, Outlook, Powerpoint). The ability to quickly learn new software and a general proficiency with computers is essential to this role.
• Must have general knowledge of Non Destructive Testing and a familiarity with advanced ultrasonic testing as well as a general understanding of Eddy Current/IRIS test methods.
• Must have at least one year of experience performing visual inspections and overseeing repairs of ASME pressure vessels or piping. Strongly prefer a candidate with 5 or more years total experience in visual inspection and NDT.
• Must be able to work in an empowered team environment, as well as work independently.
• Adaptability to changing conditions is essential to this role. Must be able to “think of your feet”, problem solve and troubleshoot in real time.
• Must have either API 510 or API 653 or API 570 certification. Multiple certifications preferred.
• Must be able to wear all personal protective equipment.
• Must be able to work in tight and confined spaces.
• Must be able to work high off the ground.
• Must be comfortable working with and learning new databases.
• Must have strong communication skills, both verbal and written. Must be familiar with general business email etiquette. The ability to communicate technical information to a general audience is essential.
• Must have strong interpersonal skills.
• A minimum requirement for this U.S. based position is the ability to work legally in the United States on a permanent basis (U.S. citizen, U.S. Permanent Resident, or Qualifying Asylee/Refugee).



Preferred Qualifications:

• 2 years of experience performing fitness for service evaluations per API RP 579.

• Previous experience welding for industrial equipment repair and/or knowledge of testing methods.

• Qualified Risk Based Inspection Certification or experience with an RBMI program.

• AWS Certified Weld Inspector Certification.

• Computer proficiency in Meridium Inspection management software.


Education:
• High school diploma or GED is required.
