The Quality / Non-Destructive Examination (NDE) Specialist will be or obtain an ASNT LEVEL II/III in Radiography, responsible for writing and maintaining Energy Transfer’s specifications in addition to acceptance of third-party procedures for NDE by radiography. Also requires a collaborative effort with the Company Operation NDE Specialist in administering the Energy Transfer (ET) ASNT-TC-1A Written Practice and Procedures.. The Quality / NDE Specialist will also be challenged daily with the systematic review and assessment of various Third Party radiographic non-destructive ASNT testing techniques and methodologies. The Specialist must be able to determine the proper NDE methods for identified projects, including knowledge of current and historical pipeline manufacturing techniques and processes. Must be able to interpret or evaluate test results in accordance with applicable codes, standards, specifications, or procedures including but not limited to API 1104, CFR 49 Part192, CFR 49 Part 195, ASME B31.3, ASME B31.4, ASME B31.8, ASME B31.12 and ASME Section V. The position will also work closely with Engineering and Construction Project Managers, and needed Material Engineers, and operations.

This position will actively support, welding and welding projects, maintain integrity and review compliance of the Company welding program from welding manual through performance review of third party NDE provides supporting projects. This position within the Quality Management group that provides technical support throughout the Company in respect to welding, non-destructive testing and metallurgical needs related to pipeline, plant, structural and materials. Candidate will be expected to have strong background in API 1104 and ASME Section IX welding and be capable of providing detailed technical guidance in respect to welding, welding procedures and support of specifications and standards for welding associated with engineering and construction, and repair activities. The Specialist is responsible for providing technical support for welding quality assurance and quality control means and measures for engineered and pressure containing, motion restricting materials acquired by the company; welding processes used during construction and repair in processing/pipeline facilities.

Have knowledge and experience in construction including welding along with the ability to determine proper NDE testing techniques and methodologies for construction projects, both greenfield and brownfield projects including but not limited to:

· Pipeline and Pipeline Compression Station Construction

· Petrochemical

· Liquid Natural Gas (LNG)

· NGL Fractionalization

· Cryogenic Gas Processing

· NGLS Liquids and Natural Gas sweeting

· Oil and Blending Terminals

· Gas and Liquid Transmission

Essential Duties & Responsibilities:

The Quality / NDE Specialist must have knowledge and skills to evaluate results of methods of non-destructive testing (NDT) and welding such as:

· Primarily Radiography

· Magnetic particle

· Liquid penetrant

· Visual testing

Requires a minimum 8-10 years’ experience in welding and or welding project execution.
Hold certification as American Welding Society Certified Welding Inspector (AWS CWI)
The Quality / NDE Specialist must have knowledge and skills to evaluate welding techniques and be able to assist project in determining any issues arising from welding.

· Provide SME advice, direction and support relative to nondestructive testing, welding implementation and completion issues, policy adherence and procedure compliance.

· The Quality / NDE Specialist will be required to audit and evaluate 3rd party contractors’ written practice and procedures, field inspections and final reports. Must have experience, knowledge, and skills in the following:

Calibration and operation of NDE equipment used in the non-destructive testing of products or materials.
Mapping the presence of imperfections within objects using NDE methodologies
Measure physical or chemical properties of materials or objects.
Be familiar with Pipe manufacturing defect (steel rolling - laminations, inclusions defects, seam defects, hook cracks, LOF etc.)
Test characteristics of materials or structures.
Reviewing reports on non-destructive testing results
Support projects with the selection of the most effective NDE equipment and techniques to accurately assess weld defects using radiography.
Review 3rd party welding procedures for approval on company projects. Maintain log of reviews
Audit Company and contractor welding qualification records to ensure compliance to federal and state agency regulations, such as PHMSA, OCC and TRRC
This individual will be expected to support and work with the Company’s various customers, and other stakeholders to communicate welding program function and expectations.
Network and provide oversight, training, auditing, commercial term negotiation and approval of third-party Welder testing facilities across Company functional districts.
Provide ongoing support and collaboration with staff and contractor welders to foster craft improvement and growth.
Participate in Company training initiatives for Welding Manual and NDE topics.
Review and Company Welding Manual for content and compliance to company policies, federal and state laws and regulations and industry best practices.
As requested, participate in Company training initiatives for Welding Manual and NDE topics for Company and contract welding inspectors and other required personnel.
Candidate will be expected to work and interface with company and contract welding professionals, various levels of engineers and other commercial and operational groups to coordinate and communicate program directives.

Requirements: Education and/or experience, skills & abilities: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements for this position are listed below:

· High school diploma or equivalent

· 8+ years of related experience

· ASNT LEVEL II/III in radiography, visual, magnetic particle, and dye penetrant testing.

· NDE (ASNT LEVEL III)

· AWS CWI

· Must be proficient with Microsoft Word, Excel, and PowerPoint

Preferred Skills:

Relevant oil/gas welding experience and practical application of welding principals is a plus. Ability to understand, interpret engineering drawings and specifications preferred.
A high degree of interaction with a variety of groups from field construction personnel, vendors & internal personnel (environmental, engineering, operations), team-oriented, self-directed and the ability to be proactive rather than reactive.
A strong knowledge base in advanced NDE technologies including guided wave testing, Phased Array ultrasonic testing, time of flight diffraction (TOFD), Automatic Ultrasonic Testing (AUT), remote field eddy current testing (RFEC), digital radiography.
Public speaking and the ability lead and conduct meeting/presentations.

· Work in excavations

· Ability to travel up to 50% of the time.
